Yes, you may be right that they don't speak English. But, they could just use Google Translate to write me back and tell me they don't.
The text I wrote them was:

If were to purchase this car, are you able to help me obtain the German Export Licence plates (Ausfuhr-Kennzeichen - Internationale Zulassung) in advance, since I’m planning on coming down myself to pick up the car.
