First i would like to say hello to everyone. I'm new to Germany by way of the the States. Anyone here speaks English that can help me with information regarding TUV and my custom build bmw E90 M3?

The car is currently unfinished and is currently in New York.
i would like to ship it to Berlin but unfortunately the rules here are a bit different with aftermarket parts.
 
Not a complete list but Here is the progress so far: 

Car: originally was a 2009 328 
-Currently has a full M3 swap (e90 lci m3)
-modified liberty walk wide body kit 
-Vf engineering 650hp super charger 
-airlift performance 3h and 3p air management 
-airrex air suspension 
- Akrapovic slip on 
- custom modded headlights upgrade led angel eyes and  black out shroud 
-20" DPE rims 
-stop tech front and rear big brake upgrade 
-ground control rear suspension arms 
-Ground control front camber plates
-rogue engineering toe arms
-Cls high kick trunk 
-Akron gauge 
-edc emulator 
3" spacers in the rear

E.G. what do you need to be allowed to use the Super Charger or the Air Lift ?

Hi Pierre,


i have been in Berlin for a few months now. I'm only A1 level so i'm still learning the language and culture. Trying to gather information on autotmotive performance and customization is very difficult. i have not seen any modded cars on the streets of Berlin.
My main concern is can a custom build car such as mine past TUV inspection ?  I've tried contacting TUV but they are not very helpful over the phone.  I was ask to bring the car in so they car inspect it.
According to my google search aftermarket parts require some sort of TUV certification. I also gave across a discussion claiming certain performance shop are able to get through with non TUV certified parts. 
Most of the part on my build is from American manufactures and will not have a TUV certificate.
body modification , engine swap(upgrade), engine tuning, aftermarket upgrade i.e suspension, brakes, rims,..... are these done here in germany?

The point is, that you need a certificate that shows, that the this tuning parts are tested.

So for example you need a Certificate for your Wheels. In that Certificate the TüV can see that the dates of the Wheels an what weight they can handle. Also he can find what tire you are allowed to use and what size is allowed to use on your car.

If you tuned the engine you will need a Certificate that shows how much power the car has.
If you have such a certificate, you need e.g. other brakes...which can handle that power....and for this you also need to proof that they can handle it.

Becaus of all your changes. You need "Einzelabnahme". That meens that the TüV make a kind of special check with your car. He watch that all parts are fitting together.

But even if you do a "Einzelabnahme" you wil need a "Teilegutachten", a"ABE" or at least a Certificate of the Material from the Part.
Without anything of that it is normaly not possible to use it.

Maybe if you tell the exact name of the parts for e.g. of the wheels i can look for certificate's
