Well hello everyone i am new on BimmerForum here,
well my problem is, my Turbo Blocked and i had to repair it soo i went to the Service they Repaired my Turbo and now the car turns on and drives but i always hear a wierd Sound on the car i think it comes from the Turbo its like bloop bloop
and main problem is the Turbo activates only when i press the Pedal twice to the buttom or if the RPM goes over 3000RPM and advice what should i do the service said its normal and i need to wait few days untill the car cleans it self >.<

btw the car was at service garage for 1month and 11days that means it dident turned on or drived till the spare parts of the turbine arriwed :S
i cleaned the air sensor intercoler sensor what should i do other soo i can fix it or is it normal :S pls help me out

the service they said they cleared all parts that are connected to the Turbo example Intercooler ,  Air Flow sensor , Intercooler Sensor that is on the Pipe ,

My problem was i was driving and than my Turbo got blocked and it broke the shaft or how to say in english than i got the car to Service and they refurbished the Turbo

If the boost kicks in at 3000rpm then it's very likely that the actuator of the variable turbine blades isn't working as intended because at this engine speed the pressure from the exhaust is high enough to get a significant boost even without working VTG. It could be stuck or the actuator itself is broken.

This might be also related to broken or blocked VTG blades but if the turbo was completely refurbished it's unlikely that the mechanics in charge forgot about this because you need to pop out the whole intake body to replace the shaft.

It would be helpful to know which exact engine you have in your car because older models rely on vacuum controlled actuators for which other solutions may apply.

In any case it would help to contact somebody who has the ISTA-D software at hand. There is a turbo related and an air intake test routine that checks everything from air intake (MAF) down to exhaust (O2 sensor).

i have this engine model is 
Engine : M47TU2D20 
Displacement : 2.0 L; 121.7 cu in (1,995 cc)
Power at rpm : 120 kW (161 hp) at 4,000
Torque at rpm : 340 N⋅m (251 lb⋅ft) at 2,000-2,750
Year : 2004

and the damn enginier said he refubished completly new parts all inside is new :S i have 6 months garante

i checked again the car and there is no Oil leak or something i cleaned today my self MAF and the pipe that comes out from the intercoloer to engine the sensor on it and still the same but there is 1 thing different at 1500rpm it tries to activate the turbo but it failes until i push the gas pedal once full and relase it and push it again than it activates the Turbo and its damn fast and it comes a lot of Black smoke behind any sugestion i checked the particel filter its clean

should i change the Oil from 5-40 to 5-30 and oil filter and trubo filter again ?

Alright so you own the M47N2 engine which should have an electric actuator. The predecessor had a pneumatic (rather vacuum controlled) actuator which is a whole lot easier to diagnose without diagnostic devices by simply pushing the lever. Bummer. The electrical one can't be moved with the engine running. More on that later.
This particular part on the M47N2 turbo chargers is exchangeable but as of now it's not clear what is broken exactly. I assume that the blades don't move as they should from your telling:
Pushing the accelerator pedal briefly in combination with black smoke means that the fuel mixture is too rich which means that too little air is pushed into the engine. Unburned or only partly burned diesel yields black smoke - whether a DPF is mounted or not. Of course a car without DPF would emit a whole lot more.

As I've said earlier I'd recommend the appropriate diagnostic tests to determine of the actuator or the blades are stuck or not performing as they should.
So now that we have every important information I'd suggest visiting the shop once more and tell them that something with the actuator or VTG blades isn't working properly because you have no boost buildup at low rpm and black smoke coming from the exhaust when applying bursts to the gas pedal.

The shop (or supplier) did something wrong and they must take care of it.

Usually a reworked turbo charger comes with a refurbished actuator, fresh bearings and of course compressor and VTG blade mechanism. They perform fine balancing on the compressor drive as a whole but as far as I know they don't check if it's building pressure so it can happen that the shop simply ordered a refurbished turbo and received the part as "Dead On Arrival" - such things do happen a lot. Surprisingly a calibration or adaption reset isn't necessary when replacing these parts. If they refurbished the whole turbo themselves, they simply missed something or did something wrong in general.
